The Firearms (Amendment) Rules 2025 came into force today, 5 August 2025, introducing key changes to the shotgun certificate application process across England, Wales and Scotland.
From today, applicants must now provide two referees when applying for a shotgun certificate, replacing the previous requirement for just one.
The new rules also expand the scope of offence declarations. All applicants must now disclose all convictions and offences, with the exception of parking violations. This includes minor motoring infractions previously exempt from disclosure, such as participation in a speed awareness course following a speeding offence, which must now be declared on the application form.
The changes are implemented via the introduction of a new firearms licensing application form, which is now in effect. However, a grace period has been introduced: licensing authorities will continue to accept applications submitted using the old form until 5 September 2025. After that date, only the new version will be accepted.
These amendments form part of the Home Office’s ongoing programme of firearms licensing reform and reflect a broader emphasis on enhanced scrutiny and transparency in the licensing process.
While the changes apply in England, Wales and Scotland, they do not extend to Northern Ireland, which operates under a separate firearms licensing framework.
